For sure Kane is right up there with the best of the monster heels.But for me it would have to be AJPW's Giant Baba.

True kane is very well known for the mask but with out the mask now you can see the true horror or the big red monster. Kane might have been more destructive and more bad *** with the mask but now on RAW I think we are seeing the rebirth of the monster inside of kane even though he does not have his mask but maybe some day we will see kane put the mask back on.
I have to admit im a huge fan of Taker he's like my favorite of all time and always will be but Masked Kane was a better monster than him. I mean we're talking about a guy who took a licking and kept on ticking you could hit him with anything you got you're hand on but he got right back up no hesitation, but theres no doubt that Taker was always the better wrestler as well. But Kane was a better monster.
When he first debuted, he was a great monster heel. He was extremely intimidating to me and I was just watching him on the TV. But around 2002 when he came back and turned face is when he started getting sucky. When he lost to HHH and turned heel after unmasking he was even more of a monster. But now he is garbage.
But IMO the best monster heel would have to be Abyss. Even though he has not had near as long of a career as Kane has, I think Abyss is much more deadly. Kane is pretty much just a scary guy and chokeslams people, but Abyss is a 350 pound Weapon of Mass Destruction. He has been in all kinds of brutal matches.
Umm Kane is the greatest monster in wwe history. I dont just simplify it to masked kane though. Unmasking has allowed us to see his evil looks which makes him even more scary, but i was a fan of the mask look.
No Andre the Giant was the greatest monster in WWE.
No Glen was the orignal Kane from the start and he wrestled in WWE with a different name before his debut as Kane.
I think hes amoung them. Others in my list are Giant Gonazlez, The Great Khali, The old Undertaker, Papa Shango and Mankind (When he first came in, he lived in the boiler room stroking rats)
Kane was the best bad guy heel back when he first came out. His theme to the lights going red and him setting fire to things was just unforgettable. His mask made you think of a scary movie like Michael Myers.
